It is however necessary to draw your attention to the provisions of Appendix R, Art.10, of the 2009 MSA General Competition Rules and Appendices. "It is compulsory for all motor vehicle manufacturers and distributors involved in any form of Motorsport to pay an annual participation fee to MSA per individual make of vehicle as set out in (i) below. This participation fee is payable on or before 31st January 2009." This circular serves to confirm that this fee has been waived for 2009. ANTI-DOPING
Following the recent Anti Doping Seminar held on the 28th February 2009 at SASCOC (South African Sports Confederation and Olympic Committee), MSA competitors and officials are to note the following which takes effect with immediate effect. ● National Sports Federations (MSA) shall accept the SAIDS Anti Doping Rules and incorporate these rules either directly or by reference into their governing documents. Copies of all documentation can be dowloaded from the MSA website www.motorsport.co.za, Anti Doping or click on the link. ● Failure by the National Federation to adhere to the SAIDS Anti Doping Rules will result in membership being suspended by Sport & Recreation and SASCOC. None Compliance will further result in the loss of National Colours to competitors as well any Financial Assistance to the National Federation. ● Applications for Therapeutic Use Exemptions with ALL attachments are to be applied 21 days before competing. No licence will be issued until approval has been given by SAIDS. ● It is the competitor and/or officials personal duty to ensure that no PROHIBITED SUBSTANCE enters his or her body. Competitors are responsible for any PROHIBITED SUBSTANCE or its METABOLITES or MARKERS found to be present in their SAMPLES. Accordingly, it is not necessary that intent, fault or negligence or knowlingly USE on the COMPETITOR'S part be demonstrated in order to establish an anti-doping rule violation. The Environment Panel proposed changes to the Environmental Checklist and subsequently developed two separate checklists, i.e one for ALL Categories and one for Rallies and Off-Road events. Due to a printing omission, the new Environmental Checklist for all Categories was not included in the 2009 GCR Handbook and the old Checklist remained. The Environmental Checklist for Rallies and Off-Road events in the GCR Handbook is however correct. Both the correct Environmental Checklists for 2009 are posted on the MSA website under "Forms" and under "Environment Panel". With immediate effect, clubs, organizers and promoters must use the correct forms. GENERAL CIRCULAR 7/2009 Following a MANCOM meeting held on the 20th March 2009, the following changes are made with immediate effect:
1) The amendment of Appendix R ii (c) to reflect the change of penalty from R200-00 to R500-00 for the late submission of results to R1000-00.
2) The implementation of Appendix R ii (g) where the penalty for permitting an entrant or competitors to compete without a licence or incorrect licence is R1000-00
3) With effect from the 1st April 2009, no club / promoter may accept competitor licence applications at events. Applications can be completed either online or at MSA offices. GENERAL CIRCULAR 8/2009 Following a decision of the MSA Board in 2008, and reconfirmed by the MEC in March 2009, all references to averages in the 2009 regulations are to be changed to read ‘a minimum’. These changes will affect all categories for 2009 going forward. In other words, events which attract less than the minimum number of starters will not be scored into the championship. As the end of the year the championship will be scored on the rounds that qualified, and not on the average number of competitors who competed at events. All parties are reminded of the minimum requirements for regional championships as well in as far as the number of scoring rounds are concerned.
